Establishes the Work-Based Learning Coordinator Pilot Program to expand equitable access to internships, apprenticeships, job shadowing, cooperative education, and other workplace learning experiences for public school students

Requires the Department of Education to select 12-24 school divisions to participate, considering factors such as student demographics, percentage of economically disadvantaged students, regional workforce needs, and geographic diversity

Mandates each participating school division employ or contract with at least one coordinator responsible for developing employer partnerships, executing written agreements, matching students to placements, and ensuring compliance with labor and safety laws

Authorizes state grants for coordinator salaries, transportation supports, background checks, personal protective equipment, and work-based learning software, with no local match required in the first year and a maximum 25% match thereafter

Requires annual reporting to the Governor and legislative committees on student participation, outcomes disaggregated by subgroup, employer satisfaction, and recommendations for program continuation or expansion; the pilot expires July 1, 2029
