Virginia Department of Health must evaluate the All-Payer Claims Database (created under § 32.1-276.7:1) in consultation with Virginia Health Information to assess its effectiveness in improving health care access, quality, and cost

Evaluation must assess the database's ability to support regulatory compliance, mandated benefit assessments, and analysis of health care utilization and costs by service site, provider type, and payer type

Department must propose expanded uses including monitoring health care cost trends, price variation, impact of mandated benefits on premiums, public health initiatives, and informing policy on network adequacy and site-neutral payment policies

Review required to identify gaps in data availability, timeliness, and completeness, and recommend whether additional data collection from health insurance carriers is needed

Report with findings and recommendations due to the Governor and General Assembly by December 1, 2026
