Creates a new permanent make-up specialty license that the Board of Barbers and Cosmetology may issue to licensed estheticians or master estheticians who perform services such as permanent eyebrow, eyeliner, and lip coloration

Directs the Board to promulgate regulations for granting permanent make-up specialty licenses to qualified estheticians

Establishes licensure by endorsement for applicants who have held an unrestricted license to perform permanent make-up services in another state, the District of Columbia, or U.S. territory for at least three years

Requires endorsement applicants to demonstrate qualifications equal to Virginia's standards and prove the other jurisdiction's competency requirements are not lower than Virginia's
