Grants minors who are victims of sex trafficking complete immunity from arrest or prosecution for prostitution-related offenses under Virginia Code § 18.2-346 or § 18.2-347

Requires minors identified as sex trafficking victims to be referred to the local department of social services for a human trafficking assessment rather than criminal processing

Allows law enforcement officers or social services to take custody of the minor under existing child welfare provisions (§ 63.2-1517)

Protects law enforcement officers from liability for false arrest if a minor later proves immune from prosecution under this provision

Maintains the existing affirmative defense for adult sex trafficking victims who were coerced through force, intimidation, or acted at the direction of a trafficker
