Eliminates the through-year growth assessment system for reading and mathematics in grades three through eight, which was set to include beginning-of-year, mid-year, and end-of-year assessments to measure individual student growth

Removes the requirement that total testing time for through-year assessments not exceed 150 percent of a single end-of-year proficiency assessment

Deletes provisions requiring the Department of Education to train teachers and principals on interpreting student growth data from through-year assessments

Renumbers remaining provisions in Section 22.1-253.13:3 of the Code of Virginia to account for the deleted through-year assessment requirements

Takes effect July 1, 2026, maintaining existing Standards of Learning assessments while eliminating the multi-point growth measurement system
