Requires Phase I and Phase II electric utilities to provide energy efficiency upgrades to at least 30% of qualifying low-income households (or 2,000 households for Phase I utilities and 8,400 for Phase II utilities, whichever is less) by December 31, 2031

Targets households that rely on delivered fuel (propane, heating oil) stored on-site for heating, cooking, or water heating, with appliance efficiency ratings below 83%

Defines low-income residents as individuals or households earning no more than 60% of median state income, 80% of local median income, or 200% of federal poverty level, whichever is greater

Mandates annual reporting to the State Corporation Commission beginning January 1, 2028, on utility activities, progress, and ratepayer data regarding bill and energy savings from efficiency programs

Requires utilities to coordinate with the Department of Energy and Department of Housing and Community Development to leverage state and federal funding sources to reduce program costs
