VA HB20

Removes farm laborers and farm employees from the list of workers excluded from Virginia's minimum wage requirements, making them eligible for state minimum wage protections.

Maintains the existing exclusion for temporary foreign workers employed under 20 C.F.R. Part 655 (H-2A and H-2B visa programs), who remain exempt from state minimum wage laws.

Amends § 40.1-28.9 of the Code of Virginia in both its current and future effective versions (the latter taking effect July 1, 2030).

Takes effect January 1, 2027.
