Expands the Transit Ridership Incentive Program from serving only urbanized areas with populations over 100,000 to operating across the entire Commonwealth of Virginia

Broadens program goals to include supporting micromobility, paratransit, specialized transportation, and improving accessibility and safety of transit bus passenger facilities

Requires the Commonwealth Transportation Board to establish program guidelines in conjunction with the Transit Service Delivery Advisory Committee and review them every three years instead of five

Removes previous funding allocation requirements that distributed funds based on population ratios among urbanized areas and eliminated specific percentage caps for various program components

Extends the expiration date of related provisions from July 1, 2027 to July 1, 2028
