Establishes the Middle Eastern and North African Advisory Board as an executive branch advisory board consisting of 21 nonlegislative citizen members appointed by the Governor, with at least 15 members required to be of Middle Eastern or North African descent

Includes six ex officio non-voting members: the Secretaries of the Commonwealth, Commerce and Trade, Education, Health and Human Resources, Public Safety and Homeland Security, and Transportation (or their designees)

Charges the Board with advising the Governor on economic, professional, cultural, educational, and governmental links between Virginia and the Middle Eastern and North African community, and conducting studies on issues of concern to this community

Members serve four-year terms with a two-term limit, receive no compensation but are reimbursed for expenses, and the Office of the Governor provides staff support

Contains a sunset provision causing the article to expire on June 30, 2029
