Establishes standards of responsible conduct for firearm industry members (manufacturers, sellers, distributors, importers, and marketers) in Virginia, requiring them to implement reasonable controls to prevent sales to straw purchasers, traffickers, and prohibited persons

Prohibits firearm industry members from knowingly creating, maintaining, or contributing to a public nuisance through the sale, manufacture, importation, or marketing of firearm-related products

Authorizes the Attorney General and local attorneys to bring civil actions seeking injunctions, abatement orders, restitution, compensatory and punitive damages, and attorney fees against violators

Allows private individuals injured by a firearm industry member's violations to file civil lawsuits for injunctive relief, compensatory and punitive damages, and attorney fees

Sets a two-year statute of limitations for civil actions and grants the Attorney General authority to issue civil investigative demands when there is reasonable cause to believe a violation has occurred
