Identifies barriers to maximizing Head Start services, including regional cost-of-living variations, transportation challenges, program hour limitations, workforce shortages, and facility needs

Assesses fiscal sustainability of grant recipients, including whether they are maximizing available funding sources for wraparound services

Requires analysis of program quality trends through Virginia's VQB5 system and federal monitoring, plus readiness planning for potential changes in federal funding
