Requires the Commissioner of Elections to obtain approval from two-thirds of the State Board of Elections before entering into, terminating, or modifying any memorandum of understanding with third parties for voter registration data exchange

Directs the Commissioner of Elections to submit an application for Virginia's membership in the Electronic Registration Information Center (ERIC) and execute any required membership agreements upon acceptance

Mandates the Commissioner to pay membership fees and take necessary steps to maintain Virginia's good standing membership in ERIC

Amends § 24.2-404 of the Code of Virginia relating to voter registration list maintenance and third-party data exchanges
