Adds two new methods for establishing parent-child relationships: through proceedings under § 63.2-1913 and through voluntary acknowledgement of paternity signed under oath by both parents pursuant to § 63.2-1914

Clarifies that circuit courts have concurrent jurisdiction with juvenile and domestic relations district courts over parentage determinations, with all such proceedings governed by Chapter 3.1

Expands the legal framework for determining parentage in property and inheritance matters to include paternity established under Chapter 3.1 (§ 20-49.1 et seq.) and §§ 63.2-1913 or 63.2-1914, in addition to assisted conception provisions

Maintains existing paternity establishment methods including genetic tests showing at least 98% probability of paternity and voluntary written statements under oath that can be rescinded within 60 days
