Authorizes county boards operating under the county manager plan of government to appoint an independent policing auditor to support law-enforcement civilian oversight bodies created under § 9.1-601

The independent policing auditor may exercise all powers of the civilian oversight body to the extent those powers are delegated by the oversight body

County boards may provide staff assistance to the independent policing auditor that operates independently from the county's administrative staff

The independent policing auditor and staff must be hired based on merit and paid according to existing pay scales, with the auditor serving at the pleasure of the board

Adds new section 15.2-709.3 to the Code of Virginia
