Exempts emergency medical services personnel from Virginia's mandatory seatbelt requirement while in the patient compartment of an EMS vehicle providing necessary care to a patient

Defines "necessary care" as administration of CPR, artificial ventilation, medication, or treatment and reassessment of patients

Requires EMS personnel to wear seatbelts when the vehicle is in motion and they are not actively providing patient care

Makes a minor terminology change from "law-enforcement agency personnel" to "law-enforcement officers" for parking enforcement exemptions

Amends § 46.2-1094 of the Code of Virginia by adding a new exemption category (subdivision 9) to the existing list of seatbelt requirement exemptions
