Amends Virginia Code § 10.1-658 regarding the Virginia Coastal Resilience Master Plan to strengthen flood resilience planning requirements

Requires the plan to identify areas where marshes may migrate in response to sea level rise, adding this to existing natural infrastructure protection provisions

Maintains existing requirements that the Coastal Resilience Master Plan be updated at least every five years and use best-available science for decision-making

Continues prioritization of measures addressing socioeconomic inequities, community-scale planning, and cost-effective solutions for protecting communities and critical infrastructure from flooding
