Virginia enters the Interstate Teacher Mobility Compact, enabling teachers with unencumbered licenses from member states to obtain equivalent teaching licenses in Virginia and other participating states without repeating full licensure requirements.

The Compact creates a streamlined licensure pathway requiring eligible teachers to hold at least a bachelor's degree, complete a state-approved teacher preparation program, and undergo a criminal background check in the receiving state.

Active military members and eligible military spouses receive expedited licensing benefits, including the ability to obtain equivalent licenses even when their current license is encumbered due to military-related circumstances.

The legislation establishes the Interstate Teacher Mobility Compact Commission, a joint interstate governmental agency with one delegate per member state, empowered to promulgate binding rules, maintain financial records, and facilitate information exchange among member states.

Member states retain authority to impose state-specific requirements for license renewal, determine license equivalency at their sole discretion, and continue independent disciplinary oversight of teachers.
