Excludes communications service providers and electric cooperatives from the definition of "public service company" subject to these requirements

Applies only to contracts exceeding $250,000 that are entered into, amended, or modified on or after July 1, 2027

Mandates contractors and subcontractors post prevailing wage rates at work sites and provide itemized breakdowns of wages and benefits to employees

Requires contractors and subcontractors to maintain payroll records for at least six years and make them available to the Department of Labor within 10 days upon request
