Requires law-enforcement officers on duty to render aid to any person they observe suffering from serious bodily injury or life-threatening condition, as circumstances permit and without endangering themselves or others

Grants civil immunity to officers for personal injury or wrongful death resulting from rendering or withholding aid, unless gross negligence or willful misconduct is proven

Directs the Department of Criminal Justice Services to adopt regulations establishing minimum standards for basic medical training and emergency first aid training for law-enforcement officers
