Directs the Virginia Department of Education, in consultation with the Virginia State Crime Commission, to evaluate compliance with and enforcement of laws prohibiting false statements about a child's school residency

Requires collection of data on the prevalence of residency violations, including the number occurring each school year in each school division

Mandates tracking of how violations are handled, including how often Class 4 misdemeanor charges are filed versus alternative penalties imposed by school boards

Requires evaluation of tuition recovery success rates from individuals who falsely enrolled children in school divisions where they do not reside

Department must submit findings and recommendations to the Senate Committee on Education and Health and House Committee on Education by November 1, 2026, including potential alternatives to criminal penalties such as civil penalties
