Establishes the Income-Qualified Energy Efficiency and Weatherization Task Force within the Department of Housing and Community Development, in collaboration with the Department of Energy and Department of Social Services

Task Force must include at least 12 citizen members plus agency representatives, including clean energy advocates, utility providers, residential construction representatives, income-qualified ratepayers, and weatherization service providers from each region of Virginia

Defines income-qualified households as those earning no more than 60% of Virginia median income or 200% of the federal poverty level, whichever is higher

Requires a report by September 30, 2027, with recommendations to coordinate federal, state, and utility resources and a plan to provide weatherization and whole-home energy efficiency retrofits to all eligible households by December 31, 2034

Report must include data on the number of income-qualified households by geography and housing type, waitlist information, implementation barriers, and a five-year analysis of weatherization services provided by census tract or zip code
