Provides a $10,000 annual supplemental payment to professionally licensed teachers employed at high-vacancy public schools, with the payment counted as part of annual salary for retirement benefit calculations

Defines "high-vacancy public schools" as those in the top 10 percent of schools with the highest teacher vacancy rates statewide, as determined by the Department of Education using positions and exits collection data

Requires the Department of Education to identify and update the list of high-vacancy schools every four years, with teachers receiving supplemental pay for each year their school remains on the list

Mandates annual reporting to the Governor on the program's impact on reducing vacancies, recruiting and retaining professionally licensed teachers, and recommendations for improvements
