Establishes the Artificial Intelligence Workforce Impact Act requiring Virginia state agencies to submit annual reports to the Department of Human Resource Management beginning January 1, 2028, detailing positions eliminated, unfilled, restructured, or created due to AI system adoption

Agencies reporting 10 or more AI-related workforce impacts in a fiscal year must submit an Artificial Intelligence Workforce Transition Plan within 180 days, identifying at-risk positions and describing retraining strategies

State employees whose jobs are eliminated or materially changed due to AI systems become eligible for retraining programs through the Virginia Community College System, layoff benefits under the Workforce Transition Act, and career transition services through the Virginia Employment Commission

Department of Human Resource Management must review all agency reports and submit an annual statewide analysis by November 1 to the Governor, Secretary of Administration, JLARC, and relevant legislative committee chairs

Annual statewide report must include total workforce impacts, agency trends, projected workforce needs, recommended mitigation strategies, and identification of risks to government service continuity
