Expands emissions inspection waiver eligibility to include vehicles whose onboard diagnostic systems are in a "not-ready" condition during reinspection, in addition to vehicles that fail reinspection after initial failure.

Creates the Motor Vehicle Glass Act requiring glass repair shops to notify customers whether their vehicle has an advanced driver assistance system (ADAS) and whether calibration is needed after windshield repair or replacement.

Mandates glass repair shops provide written notice to customers about whether ADAS calibration was successful and, if unsuccessful, that the vehicle should be taken to a certified dealership or qualified specialist.

Adds violations of the new Motor Vehicle Glass Act to the list of prohibited practices under Virginia's Consumer Protection Act (§59.1-200), making violations subject to consumer protection enforcement and penalties.

Repeals existing § 59.1-207.5:1 and replaces it with a new Chapter 17.1:1 (§§ 59.1-207.6:1 through 59.1-207.6:4) governing motor vehicle glass repair and replacement.
