Prohibits drivers from initiating, participating in, or interacting with live streams on social media platforms while operating a moving motor vehicle on Virginia highways

First offense carries a fine of up to $500; second offense results in 30-day license suspension; third or subsequent offenses result in 90-day license suspension

Additional fine of up to $500 may be imposed if the violation involves an accident

Exempts live streaming used to report emergencies or crimes, and does not apply to audio/video conferencing apps, dashboard cameras, or manufacturer safety recording systems

Law enforcement cannot stop vehicles solely for this violation, and any evidence obtained from such stops is inadmissible in court
