Creates the Electric Vehicle Rural Infrastructure Program to provide grants covering up to 70% of non-utility installation costs for public EV charging stations in rural and underserved localities, on eligible public lands (state parks, national parks, national forests), or within one mile of such public lands

Defines rural and underserved localities as counties with population density below 160 people per square mile, or independent cities with unemployment and poverty rates exceeding state averages

Requires at least 70% of program funds be directed to charging stations in rural and underserved localities, with no grants awarded to areas already having 5,000 or fewer residents per existing charging port

Mandates charging stations meet minimum standards including power sources rated at least 208 volts, Department-established uptime requirements, and applicants must submit five-year operation and maintenance plans

Establishes the Electric Vehicle Rural Infrastructure Fund as a special nonreverting fund in the state treasury, with the program set to expire on July 1, 2031
