Creates a three-year renewable teaching license for college instructors to teach career and technical education or dual enrollment courses at Virginia public high schools

Requires license applicants to be currently employed as instructors at regionally accredited institutions of higher education and teaching in the same subject area they seek to teach at public schools

Mandates that licensed instructors maintain continuous employment at their higher education institution as a condition of keeping their license

Requires local school boards to provide training on instruction and assessment during the first year of employment for these instructors

Directs the Board of Education to amend its regulations to implement the new licensure pathway
