Authorizes Virginia localities to adopt ordinances requiring successor service employers to retain incumbent service employees for a 90-day transition period when contracts change or properties are acquired

Defines covered locations that localities may include, such as multifamily buildings with more than 50 units, commercial buildings over 75,000 square feet, schools, airports, museums, and warehouses

Permits dismissal of retained employees during the transition period only for just cause or workforce reductions based on seniority, with requirements to maintain preferential hiring lists

Requires awarding authorities or incumbent employers to provide 30-day advance written notice to affected employees and share employee information with successor employers

Allows affected service employees to bring civil actions for violations, recovering back pay, attorney fees, and up to triple damages or $1,000 for willful violations
