Amends Virginia Freedom of Information Act (§ 2.2-3705.1) to exclude public utility account numbers from mandatory public disclosure requirements

Defines "public utility" by reference to § 56-265.1, but explicitly excludes telephone service companies from this protection

Clarifies that telephone numbers of public bodies are not considered protected "account numbers or routing information" under this exemption

Allows record custodians discretionary authority to disclose protected account information, and ensures individuals can still access their own account information

Expands existing protections for financial institution account numbers to now include utility account numbers for both individuals and public bodies
