Establishes the Residential Well Water Testing and Treatment Program to provide grants for purchasing, installing, and maintaining water filtration systems in private residential wells contaminated with PFAS and other harmful substances

Creates a special nonreverting fund in the state treasury to finance the program, with total annual operating costs capped at $3 million

Limits grants to 50% of filtration system costs, requiring applicants to demonstrate both drinking water contamination severity and economic need (defined as low-income or significant financial difficulty)

Requires filtration systems to be NSF International and ANSI certified to remove or reduce contaminants exceeding EPA maximum contaminant levels or health advisory levels

Directs the Board of Health to adopt regulations enabling use of eligible treatment systems, with the Department of Health administering the program and establishing application guidelines
