Amends Virginia Code § 44-146.18 to formally include federally recognized tribes in emergency services and disaster preparedness programs administered by the Department of Emergency Management

Defines "federally recognized tribe" as an American Indian tribe that is acknowledged by Virginia, recognized by the U.S. Secretary of the Interior under the 1994 Federally Recognized Indian Tribe List Act, and has entered into a contract or memorandum of understanding with the Department

Requires coordination with federally recognized tribes on emergency preparedness plans, statewide emergency management assessments, disaster mitigation programs, and the State Emergency Operations Plan

Extends Department assistance to federally recognized tribes for emergency management training, public information programs, continuity of operations planning, and determining resource requirements during declared emergencies

Authorizes the Department to enter into contracts with federally recognized tribes and includes them in communication and warning systems, liaison activities, and search and rescue coordination during emergencies
