Requires the Commissioner of the Department of Veterans Services to develop and maintain an online portal connecting veterans, Virginia National Guard members, Armed Forces Reserves members who qualify for veteran status, and their immediate family members to available resources, programs, and services

The portal must provide a means to submit electronic applications for resources, programs, and services available in the Commonwealth

The online portal must collect, maintain, use, disseminate, and safeguard personal information in compliance with state and federal law

Amends § 2.2-2004 of the Code of Virginia to add this as a new enumerated power and duty of the Commissioner
