Removes the mandatory requirement that persons arrested for a felony who have prior felony convictions, are currently on bond for another arrest, or are on probation or parole must be released only on a secured bond

Adds two new factors judicial officers must consider when making bail determinations: the person's current bond status for an unrelated arrest in any jurisdiction, and whether the person is on probation or parole

Eliminates the previous waiver process that required both judicial officer approval and concurrence from the Commonwealth's Attorney to release certain felony defendants on unsecured bond

Amends Virginia Code sections 19.2-120 and 19.2-123 relating to admission to bail and conditions of release for accused persons
