Amends the Virginia Consumer Protection Act to expand prohibited practices for kratom product sales, including banning sales to persons under 21 and requiring a specific warning label: "WARNING: Kratom may cause dependence and opioid-like withdrawal. Do not use while pregnant. Use may impair judgment. Not for persons younger than 21 years of age."

Requires kratom products to be stored behind retail counters or in locked display cases, not directly accessible to consumers, with an exception for refrigerated products that may be stored with beer and wine.

Prohibits sale of kratom products containing synthesized materials, semi-synthetic alkaloids, or synthetic kratom-like compounds, as well as products with 7-hydroxymitragynine exceeding 1% of total alkaloids or more than 1 milligram per serving.

Bans kratom products that are combustible, intended for vaporization or injection, adulterated with dangerous substances or controlled substances, or manufactured/packaged in ways attractive to children.

Prohibits kratom extract products containing residual solvent levels exceeding applicable statutory or pharmacopeial limits.
