Establishes the Printed Textbook Pilot Program to promote positive educational outcomes by using printed textbooks and high-quality instructional materials as the primary curriculum basis for students

Department of Education will select up to 10 school divisions on a competitive basis, considering factors such as school performance, enrollment demographics, percentage of economically disadvantaged students, and geographic diversity

Students with individualized education programs (IEPs) are exempt if their plan indicates otherwise

State grants will be awarded to participating divisions to purchase printed materials, with no local match required and funds supplementing rather than replacing existing textbook funding

Annual reports due by November 1 must be submitted to House and Senate education and appropriations committees, including data on implementation challenges, satisfaction from students, parents, administrators, and educators, and student learning outcomes
