Eliminates matching fund requirements for awards of $100,000 or less from the Regional Innovation Fund, which supports technology-based entrepreneurial activities and regional ecosystem development across Virginia

Eliminates matching fund requirements for awards of $100,000 or less from the Commonwealth Commercialization Fund, which supports research, development, and commercialization efforts at public higher education institutions

Maintains existing matching fund requirements (at least equal to the award amount) for grants exceeding $100,000 from both funds

Amends the Commonwealth of Virginia Innovation Partnership Act (§§ 2.2-2357 and 2.2-2359 of the Code of Virginia) to make these changes effective
