Renames "accelerated renewable energy buyer" to "accelerated clean energy buyer" throughout Virginia Code § 56-585.5, expanding the definition to encompass zero-carbon electricity sources beyond just renewables.

Applies to commercial or industrial customers with aggregate electrical load exceeding 25 megawatts in the prior calendar year who enter into special energy procurement arrangements.

Maintains existing renewable portfolio standard (RPS) requirements, including Phase II Utilities reaching 100% renewable energy by 2045 and Phase I Utilities reaching 100% by 2050.

Preserves requirements for utilities to retire coal-fired generating units by December 31, 2024 (with limited exceptions) and all carbon-emitting generating units by December 31, 2045.

Retains solar and wind procurement targets of 16,100 megawatts for Phase II Utilities and 600 megawatts for Phase I Utilities, along with up to 5,200 megawatts of offshore wind capacity.
