Requires the Board of Housing and Community Development to adopt amendments to Virginia's Uniform Statewide Building Code within 18 months of each new International Energy Conservation Code (IECC) publication to incorporate the latest energy efficiency and conservation standards

Mandates that any Board amendments to IECC standards must be at least as stringent as the newest IECC version, meaning amended standards cannot allow more energy use than IECC standards would permit

Requires the Board to assess whether proposed amendments benefit public health, safety, and welfare, including potential energy savings and air quality benefits compared to initial construction costs

Updated IECC standards must be enforced no later than 12 months after the Board adopts them

Amends § 36-99 of the Code of Virginia, which governs the Uniform Statewide Building Code's provisions and modifications
