Authorizes pharmaceutical processors and cannabis dispensing facilities to deliver medical cannabis products to patients at any residence or business location

Prohibits delivery of medical cannabis products to military bases, child day centers, schools, correctional facilities, the State Capitol, and public gathering places including sporting events, festivals, and concerts

Establishes regulatory framework for delivery agents, requiring compliance with background checks, identification verification, vehicle security, GPS tracking, and recordkeeping, with the Board authorized to suspend or revoke delivery privileges for violations
