Creates the Safeguarding American Veteran Empowerment Act (SAVE Act) to regulate persons who charge fees for assisting veterans with VA benefits claims

Prohibits receiving compensation for referring veterans to benefits assistance services, and bars charging fees during a veteran's first year after release from active duty unless the veteran signs a waiver

Caps compensation at five times the monthly increase in benefits awarded, requires written fee agreements, prohibits nonrefundable fees, and mandates refunds if benefit awards are reversed

Requires written disclosure in 12-point font stating the business is not affiliated with the VA or Department of Veterans Services and that free services may be available elsewhere

Prohibits using international call centers to process veterans' personal information, accessing veterans' accounts using their login credentials, and allowing staff access without background checks

Violations are enforceable under the Virginia Consumer Protection Act with associated penalties
