Prohibits the manufacture, import, sale, transfer, or possession of plastic firearms and firearms undetectable by X-ray machines commonly used at security checkpoints, punishable as a Class 5 felony

Bans the sale, transfer, or possession of firearms, frames, or receivers without valid serial numbers, with first violations classified as Class 1 misdemeanors and subsequent violations as Class 4 felonies

Requires all completed or unfinished frames and receivers to be deemed firearms under federal law and imprinted with valid serial numbers before they can be sold or transferred

Establishes procedures for federal firearms licensees to serialize firearms using their abbreviated license number followed by a unique identification number, with required record-keeping

Exempts law enforcement, military personnel, antique firearms, firearms manufactured before October 22, 1968, and new residents who serialize their firearms within 90 days of moving to Virginia
