Amends § 23.1-3218 of the Code of Virginia to expand the Virginia Museum of Fine Arts board's regulatory authority beyond establishing membership classes to include setting fees for use and visitation of properties under the board's control

Removes the specific limitation that board regulations only address "classes of membership in the Museum" and replaces it with broader fee-setting powers

Preserves existing regulations on museum and grounds use and access (8VAC103-10) by deeming them to constitute regulations adopted under this act

Maintains all other existing board powers including charging admission, acquiring and selling art, employing staff, and conferring honorary degrees of patron of arts (limited to two per year)
