Requires all Virginia school boards to participate in the SAT School Day program offered by the College Board, allowing students to take the SAT during regular school hours at their enrolled high school

Mandates school boards offer each high school student at least one opportunity to take the SAT during their junior or senior year, in either the fall or spring testing window

Student participation remains voluntary; no student shall be required to take the SAT through this program

If offering the SAT during the fall testing window, school boards must align testing with the PSAT window when feasible, allowing students to take either the SAT or PSAT on the same school day

Adds new section 22.1-79.10 to the Code of Virginia governing school board requirements
