Removes the Selective Service registration requirement as an eligibility condition for the Two-Year College Transfer Grant Program, which provides financial aid to Virginia community college graduates transferring to four-year institutions

Eliminates the requirement that public higher education institutions deny state direct student assistance to individuals who knowingly and willfully failed to register for Selective Service

Repeals § 23.1-632 of the Code of Virginia, which contained related Selective Service eligibility provisions

Maintains all other Two-Year College Transfer Grant eligibility requirements, including a 3.0 GPA, associate degree completion, enrollment by the following fall or spring semester, and demonstrated financial need (Expected Family Contribution of no more than $12,000)
