Removes the presidents of Old Dominion University and the University of Virginia from the board membership

Adds the president of Appalachian College of Pharmacy to the board

Updates the title of the Total Action for Progress representative from "Director of TAP This Valley Works" to "President of TAP" and adds allowance for a designee to serve in their place
