Amends Virginia Code § 23.1-203 to require the State Council of Higher Education for Virginia (SCHEV) to collect data on self-identified students who are parents through its comprehensive data information system

Expands SCHEV's existing uniform data system, which already tracks admissions, enrollment, students with documented disabilities, personnel, programs, financing, space inventory, and facilities

Defines "parent" according to § 22.1-1 of the Virginia Code for purposes of identifying student parents in the higher education data system

Enacted during the 2026 legislative session as an enrolled act amending existing SCHEV duties and data collection requirements
