Establishes the Palliative Care Information and Education Program within the Virginia Department of Health to provide information and resources about palliative care to health care providers, patients, and families

Creates the Palliative Care and Quality of Life Advisory Council to advise the Department of Health on matters related to palliative care education, access, and quality improvement

Requires all hospitals, nursing homes, and certified nursing facilities to establish systems for identifying patients who may benefit from palliative care and to facilitate access to appropriate services

Applies to patients experiencing conditions that substantially affect quality of life for extended periods, including cancer, heart failure, renal failure, liver failure, chronic spinal injury, traumatic brain injury, lung disease, ALS, and Alzheimer's disease

Directs the Board of Health to develop regulations in consultation with the Advisory Council, considering factors such as facility size, geographic location, and proximity to palliative care services including hospice and board-certified providers
