Amends Virginia Code § 37.2-311.1 to allow the Department of Behavioral Health and Developmental Services, in collaboration with the Department of Criminal Justice Services, to amend the written plan for the Marcus alert system after publication

Requires consultation with law-enforcement, mental health, behavioral health, developmental services, emergency management, brain injury, and racial equity stakeholders when developing amendments to the written plan

Mandates a public comment period of at least 30 days before finalizing any amendments to the written plan

Establishes the written plan as the operational framework for the comprehensive crisis system and Marcus alert system, requiring state agencies and local partners to align their policies and operations with the plan on an ongoing basis

Maintains existing implementation timeline requiring all community services board areas to have Marcus alert systems with community care or mobile crisis teams by July 1, 2028
