Removes the requirement for the Department of Criminal Justice Services (DCJS) to develop a model addiction recovery program for local and regional jails in consultation with the Department of Behavioral Health and Developmental Services

Eliminates the statutory provision that authorized voluntary jail-based addiction recovery programs addressing medical and clinical recovery, peer-to-peer support, mental health resources, family dynamics, and aftercare

Amends Virginia Code §§ 9.1-102 and 15.2-1708 by striking subdivision 53 from DCJS's enumerated powers and duties and renumbering subsequent subdivisions accordingly

Retains all other DCJS responsibilities including law enforcement training standards, certification and decertification processes, and the decertification review procedures outlined in § 15.2-1708
