Amends the Virginia Opioid Use Reduction and Jail-Based Substance Use Disorder Treatment and Transition Fund grant procedures under § 9.1-116.8 of the Code of Virginia

Requires grants awarded from the Fund to be made for up to three years maximum

Mandates that grant applicants submit a plan demonstrating how they will become independently financially viable within the grant period

The Fund supports jail-based addiction recovery, medication-assisted treatment, substance use disorder services, and reentry support for incarcerated individuals in local and regional jails

Grant procedures are established in consultation with the Virginia Sheriffs' Association and the Virginia Association of Regional Jails
